SYNOPSIS: NASA is initiating an automated PPDB effective April 4, 2000, and procurement officers must make sure that all performance evaluations performed after October 1, 1998, are entered into the PPDB by July 10, 2000. This PIC provides instructions for using NASA's automated system for collecting and using past performance evaluations.

EFFECTIVE DATE: PIC 00-02 is effective April 4, 2000, and will remain in effect until canceled or superseded.

SUPPLEMENTAL INFORMATION: FAR 42.1502, Policy, requires that an evaluation of contractor performance be prepared for each contract that exceeds $100,000. NASA uses NASA Form (NF) 1680, Evaluation of Performance, for this purpose. It provides "a five-tiered rating...covering the following attributes: quality, timeliness, price or control of costs (not required for firm-fixed-price contracts or firm-fixed-price contracts with economic price adjustment), and other considerations" (paragraph (b) of NFS 1842.1503, Procedures).

PIC 00-02 requires that "all past performance evaluations and summaries of award fee evaluations must be entered into NASA's on-line Past Performance Database (PPDB) system using one of the two input options available within the system. Moreover, to enhance its utility, procurement officers must ensure that NF 1680s completed after October 1, 1998, are entered into the PPDB before July 10, 2000. The procurement officer at each center must select one input option for all entries at that center."

With regard to award fee evaluation summaries, PIC 00-02 states, "while evaluations used in determining award fee payments do not require completion of NF 1680, nonetheless, award fee evaluations must be summarized on NASA Form 1680 and entered into the database. Procurement officers must also ensure that each award fee evaluation completed after October 1, 1998, is summarized on NF 1680."
