SYNOPSIS: DOD is amending the DFARS to address contract action reporting requirements for Fiscal Year 2001. The rule makes changes to the DD Form 350, Individual Contracting Action Report (for actions over $25,000), and the DD Form 1057, Monthly Contracting Summary of Actions (for actions $25,000 or less), related to bundled contracts, North American Industry Classification System (NAICS) codes, performance-based service contracts, multiple award contracts, and veteran-owned small business concerns.

SUPPLEMENTAL INFORMATION: DOD uses the DD Form 350 and the DD Form 1057 to collect statistical data on its contracting actions. They are used instead of the SF 279, Federal Procurement Data System (FPDS) Individual Contract Action Report, and the SF 281, FPDS Summary Contract Action Report ($25,000 or Less).
While changes are made throughout the instructions provided in DFARS Subpart 204.6, Contract Reporting, particularly DFARS 204.670, Defense Contract Action Data System (DCADS), most of the changes update addresses and procedures for submitting forms. The most significant changes are in DFARS 253.204-70, DD Form 350, Individual Contracting Action Report, and DFARS 253.204-71, DD Form 1057, Monthly Summary of Contracting Actions. The most obvious change is that the new forms have converted each block into a line of information, which makes it much easier to change. As a result, the DD Form 350 is now four pages instead of one legal size page with small type, and the DD Form 1057 is three pages instead of one.

Line D1E, Veteran-Owned Small Business (Part D of the DD Form 350 has been reorganized)
Also, there are new instructions on how to code Line C6, Number of Offerors Solicited, and Line C7, Number of Offers Received, when an order is placed under a multiple award contract.
