ACTION: Revision of the NAPS
SYNOPSIS: To conform the NAPS with the recent rewrites of Federal Acquisition Regulation (FAR) Part 25, Foreign Acquisition, and Defense FAR Supplement Part 225, Foreign Acquisition, the Navy is rewriting NAPS Part 5225, Foreign Acquisition. In addition, a few administrative changes and technical amendments are being made.

SUPPLEMENTAL INFORMATION: On December 27, 1999, FAC 97-15 was published, and it contained the completely revised FAR Part 25, which was rewritten to clarify policies and procedures concerning foreign acquisition. Subsequently, on April 13, 2000, the Department of Defense amended DFARS Part 225 to bring it into conformance with the rewritten FAR Part 25. NAPS Change #97-12 revises NAPS Part 5225 to conform to FAR Part 25 and DFARS Part 225, primarily in the numbering of sections. In addition, NAPS Subpart 5225.3, Balance of Payments Program, which consisted of NAPS 5225.303, Excess and Near-Excess Foreign Currencies, is removed.
