SYNOPSIS: DOD is adopting as final, with changes, the February 10, 2000, interim rule that amended DFARS Subpart 219.71, Pilot Mentor-Protege Program, and DFARS Appendix I, Policy and Procedures for the DOD Pilot Mentor-Protege Program, to extend the program and revise various related statutory provisions.

SUPPLEMENTAL INFORMATION: Section 811 of the National Defense Authorization Act for Fiscal Year 2000 (Public Law 106-65) extended the period for entering into mentor-protege agreements from September 30, 1999, until September 30, 2002; extended the period during which mentor firms may incur costs under the program from September 30, 2002, until September 30, 2005; revised the procedures for reimbursing costs incurred by mentor firms for assistance provided to protege firms; required both mentor and protege firms to submit annual progress reports; and required annual performance reviews of each mentor-protege agreement.
On February 10, 2000, an interim rule was published which amended DFARS Subpart 219.71 and DFARS Appendix I to implement Section 811. Three commentors responded, and the interim rule is finalized with minor changes. The following are the most significant of the changes:
