SUBJECT: National Aeronautics and Space Administration (NASA); Procurement Information Circular (PIC) 00-20, Individual Procurement Action Reporting, and PIC 00-21, Veteran-Owned Small Business Reporting For Awards Under $25,000

SYNOPSIS: PIC 00-20 provides updated instructions for preparing the Individual Procurement Action Report (the NASA Form 507 series) to implement (1) the replacement of Standard Industrial Classification (SIC) codes with the North American Industry Classification System (NAICS), (2) Veterans Entrepreneurship and Small Business Development Act of 1999 (Public Law 106-50), and (3) Multiple Award Contract Fair Opportunity (paragraph (b) of Federal Acquisition Regulation 16.505, Ordering). PIC 00-21 also implements the Veterans Entrepreneurship and Small Business Development Act of 1999 by requiring that awards under $25,000 to veteran-owned businesses be manually collected and reported.

EFFECTIVE DATE: Both PICs are effective October 1, 2000, and will remain in effect until cancelled or superseded.

SUPPLEMENTAL INFORMATION: PIC 00-20 makes three changes to the NASA Form 507 series of forms, Individual Procurement Action Report, which are required for all acquisitions of $25,000 or more:
With regard to PIC 00-21, the Federal Procurement Data Center (FPDC) requires that agencies report summary level data on awards under $25,000. With the implementation of the Veteran-Owned Small Business program, agencies will need to report the number and dollar amount of these awards to FPDC. Since the NASA Form 507 series of forms are not used to report contract actions of less than $25,000, the only way for NASA to gather this information is for each center to manually collect and report the data to headquarters. Therefore, PIC 00-21 requires that "each NASA center shall report on a quarterly basis, the number and total dollar value of awards to Veteran-Owned Small Business firms under $25,000, and as a subset the number and total dollar value of awards to Service-Disabled Veteran-Owned Small Business. Reports shall be sent to Code HS, NASA Headquarters by the 10th workday after the end of each quarter."
