Barry McVay's FEDERAL CONTRACTS DISPATCH

DATE: February 10, 2000

FROM: Barry McVay, CPCM

SUBJECT: Defense Federal Acquisition Regulation Supplement (DFARS); Contract Drawings, Maps, and Specifications

SOURCE: Federal Register, February 10, 2000, Vol. 65, No. 28, page 6574

AGENCIES: Department of Defense (DOD)

ACTION: Proposed Rule

SYNOPSIS: DOD is proposing to amend DFARS 252.236-7001, Contract Drawings, Maps, and Specifications, which is used in fixed-price construction contracts, to explicitly allow the government to furnish drawings and specifications to construction contractors in electronic form and require construction contractors to reproduce and print contracts drawings and specifications as needed.

DATES: Comments must be submitted no later than April 10, 2000, to be considered in the formulation of the final rule.

ADDRESSES: Submit comments on the proposed rule to Defense Acquisition Regulations Council, Attn: Ms. Amy Williams, PDUSD(AT&L)DP(DAR), IMD 3D139, 3062 Defense Pentagon, Washington, DC 20301-3062, fax: 703-602-0350, e-mail: dfars@acq.osd.mil. Cite DFARS Case 99-D025 in all correspondence related to this proposed rule.

FOR FURTHER INFORMATION CONTACT: Ms. Amy Williams, 703-602-0288.

SUPPLEMENTAL INFORMATION: DFARS 252.236-7001 currently states that the government will provide five sets of large-scale drawings and specifications to the contractor without charge (unless a different quantity is specified), or the government may, at its option, furnish the contractor one set of reproducibles or half-size drawings instead of the large-scale drawings. This proposed rule would revise DFARS 252.236-7001 to specify that the government will provide, without charge, one set of large-scale drawings and specifications to the contractor in electronic or paper media (as chosen by the contracting officer), and the contractor will be responsible for reproducing and printing contract drawings and specifications as needed.
