SUBJECT: Department of Defense Test Program for Negotiation of Comprehensive Small Business Subcontracting Plans

SYNOPSIS: DOD is amending its Test Program for Negotiation of Comprehensive Small Business Subcontracting Plans to update the Defense Federal Acquisition Regulation Supplement citation for source selection referenced in the test program under paragraph (C)5. of Part III. Program Requirements. The reference to old DFARS 215.605, Evaluation Factors and Subfactors, is changed to DFARS Subpart 215.3, Source Selection.
EDITOR'S NOTE: The test program was last amended on January 25, 2000, to extend the program for five years, from September 30, 2000, to September 30, 2000. SUPPLEMENTAL INFORMATION: On October 14, 1998, DFARS Part 215, Contracting by Negotiation, was completely rewritten and reformatted to conform to the rewritten Federal Acquisition Regulation (FAR) Part 15. Among the changes made was the movement of DFARS 215.605 to DFARS 215.304, Evaluation Factors and Significant Subfactors.
Paragraph (C)5. of Part III of the Test Program had stated that contractors selected for participation in the test program must "comply with the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) Section 215.605 for source selection purposes..." Because the material in old DFARS 215.605 has been relocated, this amendment changes the citation to "...Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 215.3..."
