SYNOPSIS: NASA is requiring that data on awards less than $25,000 under the Historically Underutilized Business Zone (HUBZone) Empowerment Contracting Program be manually collected and reported.

EFFECTIVE DATE: PIC 00-01 is effective January 10, 2000, and will remain in effect until canceled or superseded.

SUPPLEMENTAL INFORMATION: The Federal Procurement Data Center (FPDC) requires that agencies report summary level data on awards under $25,000. With the implementation of the HUBZone Small Business Program, agencies will need to report the number and dollar amount of these awards to the FPDC. Since changes to the NASA Form (NF) 507, Individual Procurement Action Report (New Awards), are temporarily frozen, the only way for NASA to gather this information is for each center to manually collect and report the data to headquarters.

Therefore, "each NASA center shall report on a quarterly basis, the number and total dollar value of awards to Certified HUBZone Small Business firms under $25,000. Reports shall be sent to Code HS, NASA Headquarters by the 10th work day after the end of each quarter. The first report, for the quarter ending December 31, 1999, shall be submitted immediately. These companies must be certified by the Small Business Administration [SBA] as HUBZone Small Business concerns. The most current list of these companies is available on the SBA website at: https://el.sba.gov:9000/prodhubzone/hubzone/approval.stm."
