ACTION: Final Rule

SYNOPSIS: DOD is amending the DFARS to update activity names and addresses, and reference numbers.

SUPPLEMENTAL INFORMATION: This final rule performs the following routine maintenance on the DFARS:

• In DFARS 202.101, Definitions, under the definition for "contracting activity," "Troop Support Agency" is removed from under the "Army" heading.
  
  
• In the second sentence of paragraph (e)(3) of DFARS 215.404-71-3, Contract Type and Risk and Working Capital Adjustment, the percentages "75" and "25" are replaced with "80" and "20", respectively. (EDITOR'S NOTE: This revises the example on how much a contractor actually finances when it receives progress payments to reflect the increase of the progress payment rate for large businesses from 75% to 80%. For more on this change, see the October 1, 2001, FEDERAL CONTRACTS DISPATCH "Defense Federal Acquisition Regulation Supplement (DFARS); Customary Progress Payment Rate for Large Business Concerns.")
  
  
• In paragraph (d) of DFARS 215.404-76, Reporting Profit and Fee Statistics, the addresses for all the Naval commands are deleted and replaced with a single address for all: Commander, Fleet and Industrial Supply Center, Norfolk, Washington Detachment, Code 402, Washington Navy Yard, Washington, DC 20374-5000.
  
  
• In the parenthetical in paragraph (e)(1)(A) of DFARS 242.202, Assignment of Contract Administration, and the last parenthetical in paragraph (a)(13)(B)(1) of DFARS 242.302, the "www" in the Internet address is changed to "home".
