SUBJECT: Navy Acquisition Procedures Supplement (NAPS) Change 97-16, Warranties, and NAPS Change 97-17; Miscellaneous Revisions

SYNOPSIS: The Navy is revising the NAPS to address the cost-effectiveness of warranties, to conform to a recent change in the Federal Acquisition Regulation (FAR), and to make other miscellaneous changes.

EFFECTIVE DATE: June 6, 2002, for NAPS 97-16; June 12, 2002, for NAPS 97-17.
SUPPLEMENTAL INFORMATION: NAPS 97-16 adds NAPS 5246.702, General, because the Navy has not established procedures to "track and accumulate data on warranty costs," as required by paragraph (c) of Defense FAR Supplement 246.702, General. Therefore, the following is added as paragraph (c) of new NAPS 5246.702: "HCAs [heads of contracting activities], PEOs [program executive officers], and DRPMs [direct reporting program manager] shall establish procedures to determine the cost-effectiveness of warranties and to track and accummulate data on warranty costs."
NAPS Change 97-17 makes three changes:
