SOURCE: Federal Register, August 29, 2002, Vol. 67, No. 168, page 55679
AGENCIES: Department of Defense (DOD), General Services Administration (GSA), and National Aeronautics and Space Administration (NASA)
ACTION: Proposed Rule
SYNOPSIS: It is proposed that FAR 42.1502, Policy, be amended to remove the prohibition on evaluating Federal Prison Industries (FPI) contract performance.
DATES: Comments on the proposed rule must be submitted no later than October 28, 2002.
ADDRESSES: Submit comments to General Services Administration, FAR Secretariat (MVP), 1800 F Street, NW, Room 4035, ATTN: Laurie Duarte, Washington, DC 20405, or by e-mail to firstname.lastname@example.org. Cite FAR case 2001-035 in all correspondence related to this proposed rule.
FOR FURTHER INFORMATION CONTACT: Laura Smith at 202-208-7279.
SUPPLEMENTAL INFORMATION: Paragraph (b) of FAR 42.1502 states that "agencies shall not evaluate performance for contracts awarded under [FAR] Subpart 8.6 [Acquisition from Federal Prison Industries, Inc.]..." This proposed rule would remove the prohibition on evaluating FPI contract performance. This change would permit federal customers to rate FPI performance, compare FPI to private sector providers, and give FPI feedback on previously awarded contracts, thus giving FPI the same opportunity given other contractors to improve their customer satisfaction and their performance on delivery, prices, and quality.
