SYNOPSIS: DOD is amending DFARS 235.7003-2, RDSS [Research and Development Streamlined Solicitation] Process, to eliminate the requirement for posting solicitations at the RDSS website (http://www.rdss.osd.mil). Posting solicitations at this website is no longer necessary because contracting activities now make synopses and solicitations available through FedBizOpps (http://www.fedbizopps.gov).

SUPPLEMENTAL INFORMATION: DFARS Subpart 235.70, Research and Development Streamlined Contracting Procedures, contains streamlined procedures for acquiring research and development using a standard solicitation and contract format. The standard format is available on the RDSS website.

DFARS 235.7003-2, RDSS Process, required that each solicitation issued in the standard format be posted on the RDSS website. On December 6, 2001, a proposed rule was published to eliminate the requirement for contracting activities to post their solicitations on the RDSS website, and to permit each activity to use its own procedures for electronic posting of solicitations. However, the proposed rule required contracting activities to make synopses and solicitations available through FedBizOpps in accordance with FAR 5.102, Availability of Solicitations, and FAR 5.203, Publicizing and Response Time, and to include the information required by FAR 5.207, Preparation and Transmittal of Synopses. No comments were received on the proposed rule, so the proposed rule is finalized without change.
