SUBJECT: Department of Defense; Waiver Extension Regarding General Services Administration (GSA) Utilization Screening for DOD Property

SYNOPSIS: On May 29, 2002, Director of Defense Procurement Deidre A. Lee issued a memorandum to the directors of defense agencies, the services' deputies for acquisition, and the Defense Logistics Agency's executive director for procurement management, extending through March 5, 2004, the DOD FAR waiver that exempts special test equipment without standard components from GSA screening requirements.
EDITOR'S NOTE: The previous waiver extension was issued March 22, 2000, and was effective from March 6, 2000, through March 6, 2002. For more on the previous waiver extension, see the April 4, 2000, FEDERAL CONTRACTS DISPATCH "Department of Defense; Waiver Extension Regarding General Services Administration (GSA) Utilization Screening for DOD Property."
EFFECTIVE DATES: This waiver is extended from March 6, 2002, to March 5, 2004.
SUPPLEMENTAL INFORMATION: The acting director of defense procurement is extending, until March 5, 2004, the waiver of the GSA screening requirements prescribed in paragraph (b) of Federal Acquisition Regulation (FAR) 45.608-1, General, FAR 45.608-4, Limited Screening, and paragraph (b) of FAR 45.608-5, Special Items Screening. (EDITOR'S NOTE: FAR 45.608 addresses screening of contractor inventory). In addition, the GSA screening requirement at FAR 45.608-4 is waived for DOD property in poor and salvage condition (that is, items reported in the inventory schedule with condition codes A3, A6, A9, B3, B6, F3, F6, F9, or HX).
