NAPS 5237.170-3(a) states that the following are the approving officials for the acquisition of services through a DOD contract or task order that is not performance-based:

NAPS 5237.170-3(b) states that the acquisition of services through any contract or task order awarded by an agency other than DOD must obtain the approval of the appropriate official identified in NAPS 5237.170-3 in addition to being reviewed and approved in accordance with the DON Management Oversight Process for Acquisition of Services. However, "approval of a D&F [Determinations and Findings -- see FAR Subpart 1.7] supporting an interagency Economy Act order services the purpose of the approval called for by this paragraph."
