SYNOPSIS: OFFM is issuing a policy directive requiring federal agencies to use the Grants.gov FIND (http://Grants.gov/Find) module to electronically post synopses of funding opportunities under federal financial assistance programs that award discretionary grants and cooperative agreements.

DATES: This policy directive is effective November 7, 2003, and all agencies must post announcement synopses at the Grants.gov FIND module beginning November 7, 2003.

SUPPLEMENTAL INFORMATION: On June 23, 2003, OFFM published a proposed policy directive to require federal agencies to use Grants.gov FIND to post synopses of funding opportunities under federal financial assistance programs that award discretionary grants and cooperative agreements. The purpose of Grants.gov FIND is to provide potential applicants with (1) enough information about any funding opportunity to decide whether they are interested in viewing the full announcement; (2) information on one or more ways to obtain the full announcement (for example, an Internet site, e-mail address or telephone number); and (3) one common website for all federal grant opportunities searchable by key word, date, Catalog of Federal Domestic Assistance (CFDA) number or specific agency name.

Also on June 23, 2003, OFFM published a standard set of data elements for use by federal agencies to electronically post synopses of such announcements of funding opportunities on Grants.gov FIND.

Comments on the proposed policy were received from seven federal agencies. All supported the establishment of a requirement for agencies to post synopses of funding opportunities in the Grant.gov FIND module. Based on the comments, the proposed policy directive is adopted as final with minor clarifications. The most significant difference between the proposed and final policy directives is that the effective date is changed from October 1, 2003, to November 7, 2003 (thirty days after publication of the final policy directive).

The standard set of data elements that was published on June 23, 2003, is included as an attachment to the policy directive. The descriptions of several of the data elements have been modified for clarity.
