SUBJECT: Federal Travel Regulation (FTR) Amendment 2004-02; Use of Government Aircraft

ACTION: Final Rule

SYNOPSIS: GSA is moving the remaining provisions of Federal Property Management Regulations (FPMR) Part 101-37, Government Aviation Administration and Coordination, into the Federal Travel Regulation (FTR). All that remains of FPMR Part 101-37 is a cross-reference to the FTR and the Federal Management Regulation (FMR) Part 102-33, Management of Government Aircraft.

EDITOR'S NOTE: The FPMR is Chapter 101 of Title 41 of the Code of Federal Regulations (CFR). The FMR is Chapter 102 of Title 41 of the CFR. The FTR is Chapters 300 through 304 of Title 41 of the CFR.

SUPPLEMENTAL INFORMATION: GSA is in the process of revising the FPMR and transferring most of it into the FMR. FPMR Part 101-37 contained rules for both the management of government aircraft and the management of travel on government aircraft. On November 6, 2002, the portion of FPMR Part 101-37 that pertained to government aircraft management was transferred to the FMR as Part 102-33, and a cross-reference to the FMR was added to FPMR Part 101-37 at FPMR 101-37.000, Cross-Reference to the Federal Management Regulation (FMR) (41 CFR Chapter 102, Parts 102-1 through 102-220), FPMR Subpart 101-37.1, Definitions, and FPMR Subpart 101.37-4, Use of Government-Owned and -Operated Aircraft.

This final rule moves the remaining rules in FPMR Part 101-37, those pertaining to management of travel on government aircraft, to FTR Part 300-3, Glossary of Terms, FTR 301-10, Transportation Expenses, and FTR 301-70, Internal Policy and Procedure Requirements. Also, it adds a cross-reference to the FTR regulations to FPMR 101-37.000, Cross-Reference to the Federal Management Regulation (FMR) (41 CFR chapter 102, part 102-33) and the Federal Travel Regulation (FTR) (41 CFR Chapters 300-304, Parts 300-3, 301-10, and 301-70)).
