ACTION: Notice of Public Meeting
SYNOPSIS: USDA is announcing a public meeting on January 29, 2004, to discuss its proposed rule that would establish guidelines for providing procurement preference for designating items made from biobased products as required under Section 9002 of Public Law 107-171, the Farm Security and Rural Investment Act of 2002 (FSRIA).

DATES: The meeting will be held on Thursday, January 29, 2004, from 9:00 a.m. to 12:00 p.m., and 1:00 p.m. to 4:30 p.m., Registration will occur on site beginning at 8:00 a.m.
ADDRESSES: The meeting will be held in the Jefferson Auditorium of the U.S. Department of Agriculture, 1400 Independence Avenue, SW, Washington, DC 20250. Because the meeting will be held in a federal building, attendees should bring a photo identification and plan for adequate time to pass through security screening systems.

SUPPLEMENTAL INFORMATION: Section 9002 of FSRIA directs the establishment of a program of preferred procurement of biobased products by federal agencies. On December 19, 2003, USDA published a proposed rule that would set out the structure for implementing the program of preferred procurement of biobased products by federal agencies.
USDA is announcing that it will hold a meeting on January 29, 2004, on the proposed rule. The meeting will provide a briefing of interested parties on the proposed rule and allow them to ask questions about the proposed rule. Also, the meeting will give interested parties an opportunity to offer public comments on the proposed rule. The meeting will have two sessions: the morning session will include a presentation on the major provisions of the proposed rule and a panel of government officials will respond to questions for clarification of the proposed rule; the afternoon session will give the public an opportunity to comment on the proposed rule.
The meeting will be video streamed in real time to enable those not attending the meeting to observe the discussion that takes place at the meeting.
