SYNOPSIS: DOL is updating the DOLAR, which was last revised in 1986 and is significantly out-of-date.

SUPPLEMENTAL INFORMATION: The DOLAR was last revised in 1986. Since then:
To address these and other changes, DOL published on August 15, 2003, a proposed rule that would revise the DOLAR to clarify and simplify its language; delete obsolete policies, procedures, and organizations; restructure it to correspond to the organization of the Federal Acquisition Regulation (FAR); revise it to correspond to c rrent FAR and DOL policies; incorporate electronic links to references such as the FAR, U.S. Code, the CFR, and FedBizOpps; incorporate Office of Federal Procurement Policy (OFPP) letters and Executive Orders; and establish procedures that follow current best practices.One respondent submitted 15 comments, most of which were editorial, such as suggesting that the new DOLAR be further revised to reflect changes made to the FAR since the August 15, 2003, publication of the proposed rule. While most of the comments were adopted, the final version of the DOLAR is essentially as proposed.
