ACTION: Final and Interim Rules
SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-04 to amend the Federal Acquisition Regulation (FAR) in the following areas: (1) notification of employee rights concerning payment of union dues or fees; (2) telecommuting for federal contractors; (3) incentives for use of performance-based contracting for services; (4) submission of cost or pricing data on noncommercial modifications of commercial items; (5) applicability of small disadvantaged business and HUBZone price evaluation factor; (6) labor standards for contracts involving construction; (7) deferred compensation and postretirement benefits other than pensions; and (8) gains and loses.
DATES: The effective date for Items (1), (2), (3), and (4) is June 8, 2005. The effective date for Items (5), (6), (7), and (8) is July 8, 2005. Comments on Item (4) should be submitted no later than by August 8, 2005.
