SUBJECT: Federal Travel Regulation (FTR) Amendment 2005-01, Increase in Privately Owned Vehicle Mileage Reimbursement

SYNOPSIS: GSA is amending the FTR to increase the mileage reimbursement rate for use of a privately owned automobile on official travel from 37.5 cents per mile to 40.5 cents per mile; for use of a privately owned airplane from 99.5 cents per mile to $1.07 per mile; and the cost of operating a privately owned motorcycle from 28.5 cents per mile to 30.5 cents per mile. This increase reflects the current costs of operation as determined in GSA's cost studies.

The regulation being amended by this final rule are under "Chapter 301, Temporary Duty (TDY) Travel Allowances," "Subchapter B, Allowable Travel Expenses," "Part 301-10, Transportation Expenses," "Subpart D, Privately Owned Vehicle (POV)," then "Section 301-10.303, What am I reimbursed when use of a POV is determined by my agency to be advantageous to the Government?"

DATES: The effective date for this change is February 4, 2005, and it applies to all travel conducted on or after February 4, 2005.

SUPPLEMENTAL INFORMATION: By law, the Administrator of General Services is responsible for establishing the privately owned vehicle (POV) mileage reimbursement rates for automobiles (including trucks), motorcycles, and airplanes. The Administrator of General Services has determined the operating costs of a privately owned vehicle to be $1.07 for airplanes, 40.5 cents for automobiles, and 30.5 cents for motorcycles. Therefore, FTR 301-10.303 is revised to reflect the new reimbursement rates.

EDITOR'S NOTE: The same statute that directs the Administrator of General Services to establish the POV mileage reimbursement rates also provides that the automobile reimbursement rate cannot exceed the single standard mileage rate established by the Internal Revenue Service (IRS). The IRS announced a new single standard mileage rate for automobiles of 40.5 cents effective January 1, 2005, so the new FTR rate of 40.5 cents conforms with the IRS rate.
