SUBJECT: Navy Marine Corps Acquisition Regulation Supplement (NMCARS) Change 03-5, Other Than Full and Open Competition Justifications

SYNOPSIS: NMCARS 5206.303-1, Requirements, is deleted because paragraph (b) of the corresponding subsection in Defense Federal Acquisition Regulation Supplement (DFARS) 206.303-1, Requirements, was removed. DFARS 206.303-1, which stated that technical and requirements personnel must obtain required approvals before submitting a recommendation for other than full and open competition to the contracting officer, was considered unnecessary. NMCARS 5206.303-1, which consisted of paragraph (b), stated that the head of the contracting activity was responsible for specifying the levels of review and approval.
