SYNOPSIS: DOD is amending DFARS 219.702, Statutory Requirements, to implement Section 843 of the National Defense Authorization Act for Fiscal Year 2005 (Public Law 108-375), which extends the termination date of the DOD test program for negotiation of comprehensive small business subcontracting plans from September 30, 2005, to September 30, 2010.

SUPPLEMENTARY INFORMATION: This final rule amends DFARS 219.702(a)(i)(A)(1) to extend the termination date of the test program for negotiation of comprehensive small business subcontracting plans from September 30, 2005, to September 30, 2010. The test program permits participating DOD contractors to negotiate comprehensive small business subcontracting plans on a plant, division, or company-wide basis rather than for each contract or subcontract exceeding $500,000.
In addition, DFARS Subpart 219.7, formerly titled “Subcontracting with Small Business, Small Disadvantaged Business and Women-Owned Small Business Concerns,” is retitled “The Small Business Subcontracting Program” to correspond to the title of Federal Acquisition Regulation (FAR) Subpart 19.7.
