ACTION: Final and Interim Rules
SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-13 to amend the Federal Acquisition Regulation (FAR) in the following areas: (1) use of brand name specifications; (2) information technology security; (3) Online Representations and Certifications Application (ORCA) archiving capability; (4) inflation adjustment of acquisition-related thresholds; (5) trade agreements thresholds; (6) reporting of purchases from overseas sources; (7) exception to the Buy American Act for commercial information technology; and (8) technical amendments.
DATES: The effective date for these rules is September 28, 2006. Comments on Items (1), (3), and (6) should be submitted no later than November 27, 2006.
