ACTION: Interim and Final Rules

SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-19 to amend the Federal Acquisition Regulation (FAR) in the following areas: (1) reporting of purchases from overseas sources; (2) changes to lobbying restrictions; (3) Online Representations and Certifications Application (ORCA) archiving capability; (4) requirement to purchase approved authentication products and services; (5) combating trafficking in persons; (6) emergency acquisitions; (7) small business credit for Alaska Native Corporations and Indian Tribes; (8) new Designated Countries -- Bulgaria, Dominican Republic, and Romania; (9) ORCA application review; (10) Free Trade Agreements -- El Salvador, Honduras, and Nicaragua; (11) Free Trade Agreements -- Bahrain and Guatemala; (12) accepting and dispensing of $1 coin; and (13) technical amendments.

DATES: The effective date for these rules is August 17, 2007, except that the effective date for items (2), (4), (6), and (7) is September 17, 2007. Comments on items (5), (8), (9), and (12) should be submitted no later than October 16, 2007.
