ACTION: Final and Interim Rules
SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-37 to amend the Federal Acquisition Regulation (FAR) in the following areas: (1) Registry of Disaster Response Contractors; (2) limiting length of noncompetitive contracts in "unusual and compelling urgency" circumstances; (3) Government Accountability Office access to contractor employees; (4) use of commercial services item authority; (5) limitations on pass-through charges; (6) award fee language revision; (7) National Response Framework; and (8) technical amendments.
DATES: The effective date for these rules is October 14, 2009, except Item VII is effective November 13, 2009. Comments on Items I, IV, V, and VI should be submitted no later than December 14, 2009.
