ACTION: Interim and Final Rules

SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-53 to amend the Federal Acquisition Regulation (FAR) to: (1) equal opportunity for veterans; (2) unique procurement instrument identifier; (3) uniform suspension and debarment requirement; (4) extension of sunset date for protests of task and delivery orders; (5) encouraging contractor policies to ban text messaging while driving; and (6) Truth in Negotiations Act interest calculations.

DATES: The effective date for these rules is August 4, 2011, except Item IV is effective July 5, 2011.
