ACTION: Final Rules

SYNOPSIS: The Federal Acquisition Secretariat is issuing FAC 2005-89 to amend the Federal Acquisition Regulation (FAR) in the following subject areas: (1) small business subcontracting improvements; (2) Office of Management and Budget (OMB) Circular citation update; (3) Federal Prison Industries (FPI) blanket waiver threshold; (4) revision to Standard Forms for bonds; and (5) technical amendments.

DATES: The effective date for Items II, III, and IV is August 15, 2016, and the effective date for Item I is November 1, 2016.
